STAFF SELECTION COMMITTEE:

The Staff Selection Committee is responsible for recruiting qualified teaching and non-teaching staff in a fair, transparent, and merit-based manner. It ensures proper evaluation of candidates through interviews, verification of credentials, and adherence to institutional and government recruitment policies. The committee maintains academic standards by selecting competent professionals who contribute to institutional growth and quality education. 

The Staff Selection Committee framework for affiliated colleges is governed by UGC Regulations 2018 (the primary standard for qualifications, API/CAS, and committee composition), aligned with NEP 2020’s push for merit-based, transparent recruitment, and further shaped by Maharashtra government reservation norms. Recruitment is only “approval-ready” when the committee composition, advertisement process, and documentation strictly follow University of Mumbai’s Teachers Approval Cell requirements.

Rules & Regulations

1) Mandatory committee composition — Must include the Chairperson of the Governing Body (or nominee), the Principal, at least 3 external subject experts nominated by the University, a University Nominee, and where applicable, a Reserved Category Nominee (SC/ST/OBC/VJNT/SBC/EWS) per Maharashtra norms.

2) “Duly constituted” requirement — Any deviation from the prescribed composition typically leads to University rejection of the staff approval — strict adherence is non-negotiable.

3) Professor of Practice category — Introduced under NEP 2020/UGC guidelines, allowing industry experts to be recruited without requiring a traditional Ph.D., supporting holistic, merit-based assessment.

4) Advertisement compliance — Must be published in at least two leading newspapers (one national, one local/regional) plus the college website, explicitly stating post category (Open/Reserved) per the University-approved roster.

5) Qualification scrutiny — Applications must be checked against UGC 2018 regulation standards, verifying NET/SET/Ph.D. requirements as applicable to the post.

6) Mandatory minutes documentation — Detailed interview minutes, signed by all committee members, are compulsory and form part of the official selection record.

7) University approval submission — The complete appointment file (committee minutes, candidate credentials, proof of advertisement) must go to the University’s Teachers Approval Cell for final validation before the appointment is confirmed.

8) Roster validity check — The subject-wise reservation roster must be verified and approved by the University’s Reservation Cell before any advertisement is issued — an expired/incorrect roster is the most common cause of rejection.
