EXAMINATION COMMITTEE

EXAMINATION COMMITTEE:

The Examination Committee is responsible for planning, organizing, and conducting examinations in a fair, transparent, and efficient manner. It ensures adherence to university and institutional examination guidelines, prepares schedules, manages question papers, and coordinates evaluation processes. The committee maintains confidentiality, discipline, and accuracy throughout the examination cycle while ensuring smooth execution of internal and external assessments. 

The Examination Committee is governed by three legal/regulatory sources:

  1. Maharashtra Public Universities Act, 2016
  2. University of Mumbai Statutes (Statute 629)
  3. UGC Guidelines (separate norms for affiliated colleges)

The committee’s structure differs based on college status, regular affiliated colleges follow a Principal-led internal structure, while autonomous colleges follow a more formal, UGC-mandated statutory body with external nominees. Regardless of structure, the committee acts as the central authority for planning, conducting, securing, and declaring results of examinations.

Rules & Regulations

1) Composition varies by college type — Affiliated colleges have a Principal-led committee with a Convenor/CoE, 3–5 senior teachers, and 1–2 non-teaching staff; autonomous colleges require a statutory body with 3 senior teachers, a University Nominee, an external Evaluation Expert, and a Member Secretary (CoE).

2) Minimum meeting frequency — The committee must meet at least twice per academic year, generally aligned with the start of each term/semester, plus additional meetings as needed for exam cycles or emergencies.

3) Quorum requirement — A valid quorum requires two-thirds (2/3) of total members to be present for statutory decisions.

4) Adjourned meeting exception — If a meeting lacks quorum and is adjourned, the rescheduled meeting for the same agenda does not require quorum to proceed.

5) Conflict of interest rule — No member, paper-setter, moderator, or examiner may participate in any process where a close relative (spouse, child, sibling, or parent) is a candidate in that examination; a signed undertaking is mandatory to confirm this.

6) Confidentiality in paper setting — The committee must ensure absolute confidentiality in the appointment of paper-setters/moderators and in the printing, sealing, and secure storage of question papers.

7) Delegated inquiry, retained authority — While a separate Unfair Means Inquiry Committee investigates cheating/malpractice cases, the Examination Committee retains authority to execute final disciplinary actions based on that inquiry’s recommendations.

8) Result timelines — The committee is responsible for moderation, tabulation, and declaration of results within timelines set by the university, ensuring no undue delay in the process.
