ATTENDENCE COMMITTEE:
The Attendance Committee is governed by University of Mumbai Ordinance 6086 (which replaced the older O.119, O.120, and O.125), alongside UGC benchmarks and binding Bombay High Court precedent. Its core job is enforcing the university’s attendance thresholds — a minimum 75% overall average and 50% per subject — through a structured monitoring pipeline that runs from admission through end-of-semester scrutiny.
The committee, made up of at least three faculty members across streams and led by a Convener, can’t jump straight to detention lists. It must issue monthly defaulter alerts, hold parent-teacher meetings for students falling short, and give every learner facing detention a personal hearing before submitting recommendations to the Principal. Notably, the Principal can condone up to an additional 25% shortfall — but only on the committee’s formal recommendation — while attendance below 50% is an absolute hard floor that no one, not even the university, can waive, per a landmark Bombay High Court ruling.
Rules & Regulations
1) Mandatory committee composition — Under Section 1 of Ordinance 6086, every college must constitute a committee of at least 3 faculty members representing different streams (Arts, Science, Commerce, Law), headed by a Principal-nominated Convener (Senior Teacher/Vice-Principal).
2) Dual attendance thresholds — Students must maintain 75% overall average attendance across all lectures/practicals/tutorials, AND a minimum 50% attendance in each individual subject, regardless of overall average.
3) Structured monitoring pipeline — The committee must follow a defined sequence: Admission Undertaking → Monthly Monitoring → Mid-Semester Review → End-Semester Scrutiny → Appeal Hearing — it cannot issue detention lists without this process.
4) Monthly defaulter transparency — A provisional “Defaulters List” must be displayed in the first week of every month, with warning notices issued to defaulters at least twice per semester.
5) Mandatory parent-teacher interface — At least two periodical parent meetings per semester must be held for students below 75%, requiring a signed mid-term rectification undertaking.
6) Principal’s limited condonation power — The Principal may condone up to an additional 25% deficiency (floor lowered to 50%), but only on formal recommendation of the Attendance Committee — never independently.
7) Absolute 50% hard floor — Per Bombay High Court Writ Petition No. 1208 of 2017, if attendance (overall or subject-wise) falls below 50%, no authority — not the committee, Principal, or university grievance cell — can condone it or permit exam entry.
8) Tiered appeal timeline — Detained students get 3 days to appeal to the Principal internally; the college must then notify the Controller of Examinations at least 10 clear days before exams; students retain a further 10-day window to appeal directly to the Controller of Examinations, University of Mumbai.
