CULTURAL COMMITTEE:
The Cultural Committee is responsible for planning and organizing cultural, literary, and artistic activities that encourage student participation and creativity. It provides a platform for students to showcase their talents through events, festivals, and competitions while promoting teamwork, leadership, and cultural awareness. The committee helps in overall personality development and strengthens campus life by celebrating diversity and tradition.
The Cultural Committee operates closely with the Students’ Council and is governed by the Maharashtra Public Universities Act, 2016 (specifically Section 99), University of Mumbai norms, IQAC guidelines, and multiple UGC regulations. Its mandate spans holistic student development, cultural preservation, and youth festival representation, while adhering to strict financial, safety, and disciplinary protocols aligned with NAAC compliance requirements.
Rules & Regulations
1) Statutory composition — Chaired by the Principal/Director (Ex-Officio), with a faculty-nominated Cultural Coordinator, 2–4 faculty members across departments, a Student Secretary (Cultural Secretary), and student contingent leaders/class representatives, constituted under Section 99 of the Maharashtra Public Universities Act, 2016.
2) Annual calendar approval — The committee must draft an annual cultural calendar at the start of the academic year, requiring approval from the College Development Committee (CDC)/Principal.
3) Budget and audit compliance — A detailed financial budget for events and youth festival participation must be submitted in advance to the Finance Committee, with mandatory auditing of vouchers/expenses under university accounts rules.
4) Meeting and documentation protocol — The committee must meet at least once a month (more frequently during festival season), with Minutes of Meetings officially recorded, signed by the Coordinator, and maintained for IQAC/NAAC documentation.
5) 75% attendance rule with duty leave provision — Students must maintain 75% attendance even while participating in cultural events; Duty Leave for official competitions requires written recommendation from the Cultural Coordinator and formal sanction from the Principal.
6) Anti-ragging compliance for cultural activities — All cultural event preparation, practice, and fresher induction must comply with the UGC Regulations on Curbing the Menace of Ragging; late-night practices require written Principal permission and faculty presence.
7) Gender safety and harassment prevention — Cultural activities, green rooms, and rehearsal spaces must follow the UGC (Prevention, Prohibition and Redressal of Sexual Harassment of Women Employees and Students in HEIs) Regulations, with monitored rehearsal timings for safe transit of female students.
8) Content screening and code of conduct — Scripts, themes, lyrics, and speeches must be vetted by the Faculty Coordinator to avoid violating public decency or communal/religious sentiments; substance use during rehearsals or tours is a rustication-level offense.
